It is known that scientific research represents an important element of national strategy for sustainable development. The results obtained in universities can be used only when the government and industries work together to assure conditions for technological transfer. The experience existing in different universities from USA and some European countries demonstrates that the model Triple Helix (involving universities- government-industry) represents a good example to be applied also in Romania. But as resulted in this paper to obtain considerable effects it is necessary to change the mentality and to adopt a new legislation which will stimulate a functional cooperation between university-government and industry.
