The paper analyses the pattern of research and development organisation in the Republic of Moldova in the light of the reports published by various international organisations (UNESCO, OECD, EC-ERAWATCH etc.). The international experts’ opinions are summarized on the performance of the R&D, the organisational structure, the distribution of tasks and decision-making, approach to the different elements of science policy (the connection between research and entrepreneurship, the integration of the research and education, evaluation). The study highlights the shortcomings of the national R&D system and proposed measures to implement the best practices in the field contained in these reports.
