Higher education and the research, development and innovation sector - reality vs. targets stipulated in Romania's "Europe 2000"

The article aims to analyze Romania’s real possibilities of achieving the targets for the indicators established in the case of two of the five Europe 2020 goals, namely, more than 26.7% the share of higher education graduates in the population aged 30- 34 years and 2% of GDP allocated on research, development and innovation. The analysis is a quantitative one and is based on the measures taken by the state authorities from the moment of assuming these targets by the Romanian Government until now. Based on the efforts made and results of these efforts, it is anticipated the potential to reach the level expected by 2020.
