The real improvements proved by the National RDI Plan 2007-2013, with reference to the former National Plan 1999-2006 and the Research Excellence Program (2005-2008), are sound arguments for its trustworthy continuation. The inherent shortcomings should not trigger a program detrimental cancellation but their reliable analysis and suitable amendment. Taking the advantage of broad evaluations also given recently, only several distinct features of this National Plan are commented within this paper in order to identify the weak points and propose desirable revision. The evaluation process, standards of eligibility, and projects monitoring are concerned in this respect. The increased effectiveness of funded activities and a fair spending of the public money are the goals of this attempt.
