Young Romanian scientists are leaving their country for western laboratories in order to find better conditions to work and decent salaries. Some of them, with a good scientific C.V., unsuccessfully tried to return home in order to apply for top management positions (directors of institutes, head of laboratories etc). Bureaucratic conditions, such as requirements of the Romanian residence (for the validation of scientific titles obtained abroad, e.g. Ph.D) make practically impossible their application for any contest to obtain a job. Two examples are discussed in details.
