The paper discusses several problems of the Romanian research-development-innovation system in connection with the low performance and visibility evidenced by the international reports and data bases. A major cause is the low and oscillatory funding or research and the sub-critical size of the system. Based on the international practice, the paper infers that the principles, the organization and the management of the national RDI system shows major drawbacks that reduce the compatibility of this system with those of the advanced countries and its performances. The paper concludes that this system needs major reform and evidences several directions of action.
