At present the universities play an important role in the knowledge society by their significant contributions not only in the people education, but also in the countries with social and economical progresses. The functions of the universities can be accomplished taking into account the well-known humboldtian concept of synergism between education and research activities which is discussed in this paper. The excellence has to characterize the university and this can be achieved only if the government includes education and research fields in its strategy.
