The situation of Roumanian scientists who graduated and got their Ph.D. abroad, also working as postdoctoral fellows in various foreign laboratories and decided to return home are discussed. It is emphasized that their top results and scientific expertise is not used by the Roumanian officials in developing strategic projects and programs in various fields of interest e.g. IT, energy, research etc. From a historical perspective of the development of modern Roumania, the return of engineers and the scientists who studied abroad was of crucial importance for the development of the industry and economy. This historical insight should be taken into account by welcoming the skills of these young scientists in the future Roumanian scientific and economic strategies.
